Nestor N. Pilar is an educator, consultant, and researcher focused on the field of governance. He was a former faculty member of UP’s National College of Public Administration and Governance (NCPAG)[1]. He finished a Bachelor of Arts major in English at the University of the Philippines in 1961[3]. Afterward, he acquired his Master’s in Public Administration from the same university in 1969[3]. He also graduated from the University of Southern California in 1974 with his Doctorate Degree in Public Administration[3]. Hence, going back to his alma mater, he took on several directorial roles at the National College of Public Administration and Governance mainly revolving around teaching, training, research, and the management of academic programs and eventually became the Dean of the University of the Philippines, Manila Campus[2].
Moreover, as an expert on curriculum design, he made notable contributions to different Management Programs offering degrees in Educational Management and Public Administration[2]. He has even offered consultations with several government agencies, including the Office of the President, Department of Foreign Affairs, Supreme Court, UP Law Center, and Popcom[2]. In addition, He was the Vice President for Academic Affairs of the National Defense College of the Philippines, where he also served as the Chairperson of the Academic Board and a member of the Strategic Studies Group (SSG)[2].
With Public Administration being his interest and expertise, he has significant contributions in the said field through his various research articles. For instance, he released a paper regarding the development of Philippine Public Administration mainly from the classical to new public management in 2008[4]. Another contribution to the said field was his article on the role of the Philippine National Police and a new form of policing: civilianized PNP in 2001[4]. However, he has also published an article on disaster management particularly earthquake impact reduction in 2014 indicating his interest is leaning still towards the good of the Filipino Public[4].
