Naga City – The Philippine Social Science Council (PSSC) has officially launched preparations for the 12th National Social Science Congress (NSSC12) through a series of partnership building activities in Naga City, Camarines Sur. The visit culminated in the signing of a Memorandum of Agreement with Ateneo de Naga University, courtesy visits to Naga City Mayor Leni Robredo, and the Camarines Sur office of the Philippine Statistics Authority.
After a 10 hour drive to Naga City, the PSSC delegation, headed by Chairperson Dr. Shirley N. Dita and Executive Director Ms. Carmelita N. Ericta, formalized its collaboration with Ateneo de Naga University (ADNU) for the hosting of NSSC12, scheduled on February 18 to 20, 2027.
Building on the success of the NSSC11 held in Baguio City in September 2025, PSSC continues its commitment to advancing social science knowledge creation, dissemination, and policy engagement. NSSC12 will carry the theme “(Re)examining Multidimensional Poverty using Social Science Perspectives: Emerging Approaches, Challenges and Opportunities.” This three-day conference will feature plenary and parallel sessions that examine poverty and development issues from diverse social science perspectives.
PSSC underscored the urgency of convening a national conference on poverty and development amid persistent poverty challenges in the Philippines, including the country’s experience of the middle income trap. With major development frameworks nearing critical milestones, such as the Philippine Development Plan 2023 to 2028, AmBisyon 2040, and the Sustainable Development Goals, there is a need to (re)examine prevailing approaches, identify gaps, and surface new opportunities for action.
Through NSSC12, PSSC aims to highlight the value of social science perspectives in unpacking the multidimensional nature of poverty and to foster interdisciplinary and cross sectoral dialogue that can generate actionable policy recommendations.
The Memorandum of Agreement between PSSC and ADNU was signed on January 7 by Fr. Aristotle Dy, S.J., President of Ateneo de Naga University, and Dr. Dita. The signing was witnessed by Executive Director Ericta, Mr. Wilson C. Villones, PSSC Head of Programs, Dr. Michael Cuesta, Director of the Ateneo Social Science Research Center, and Dean Filipinas Bana of the ADNU College of Humanities and Social Sciences. Members of the PSSC Program Development and Management Section also attended the event.
As part of its conference preparations, the PSSC team paid a courtesy visit to Naga City Mayor Leni Robredo on January 8 at the Naga City Hall. Mayor Robredo was briefed on the objectives and scope of NSSC12 and was formally invited to serve as the NSSC12 Keynote Speaker, which she graciously accepted. She was also presented with a copy of the inaugural volume of the One Social Science Journal, published by PSSC, which featured an article on “The Lobbying Power of the Urban Poor in the Legislative Process of Naga City, Camarines Sur, Philippines” by historian Gene Kervin S. Borja III.
The visit concluded with a courtesy call at the Camarines Sur office of the Philippine Statistics Authority in Naga on the same day. The delegation was welcomed by Chief Statistical Specialist Mr. Raul Aspe Jr., who expressed strong support for the successful conduct of NSSC12 and committed to collaborate with PSSC in highlighting the role of statistics in poverty research and policy development.
With key partnerships and institutional linkages now in place, preparations for NSSC12 are officially underway. Updates and announcements about the conference will be posted on the PSSC website and Facebook page.
