Officers of the Philippine Migration Research Network (PMRN) attended the 45th Anniversary Forum and Milestone Celebration of the Commission on Filipinos Overseas (CFO) on June 16 at Marriott Hotel, Pasay City to join meaningful discussions on various migration-related themes and receive the CFO’s certificate of appreciation for PMRN’s valuable role in “advancing the cause and promoting the welfare of overseas Filipinos”.

Dr. Marla Asis, Senior Researcher at the Scalabrini Migration Center and a member of the PMRN Steering Committee, served as a moderator of a panel on the transformative impact of Filipino migrants. The panel discussed the collaboration between states sending and receiving migrants and the role of civil society organizations in strengthening the impact of Filipinos overseas in international migration governance and processes

Prof. Stella Go of the De La Salle University Manila, PMRN Convenor, received the Certificate of Appreciation for the network. The award was presented by CFO Chairman Sec. Dante “Klink” Ang II and Usec. Atty. Ma. Arlene S. Borja. CFO’s award recognized the agency’s important partner organizations and government offices who contributed to the fulfillment of CFO’s vision of being the “Philippines’ premier institution in promoting policies, programs, and projects with migration and development as a framework for the strengthening and empowerment of the community of Filipinos overseas”.

Aside from PMRN officers, PSSC Executive Director Dr. Lourdes M. Portus, Programs Head Mr. Wilson C. Villones, Linkages Officer Mr. James Ethan Gonzales, and lead of the PMRN Secretariat Mr. Angelo Vince Marfil attended the anniversary forum and awarding ceremony. PSSC provides continuous support to the activities of the PMRN for the past 29 years.
PARTNERS FOR MIGRATION AND DEVELOPMENT
Aside from working closely with PSSC, PMRN has worked with the CFO in the past to discuss various migration and diaspora issues. Sec. Ang and his staff attended a PMRN-organized forum on the state of Filipinos in Sabah as partners in the Inter-Agency Committee for the Month of Overseas Filipinos. He promised to raise the issues of Filipinos and stateless peoples in Sabah to the president and craft policies in CFO to support and empower them.

Last March 25, PMRN Steering Committee members met with Sec. Ang for a two-hour discussion on the current state of Filipinos overseas, prospects for the CFO, and possible collaboration between two organizations. PMRN advised the CFO on future projects such as the improvement of migration statistics, strengthening of the return and reintegration programs, collaboration with other government agencies, and the creation of a Country Migration Report.

Moreover, CFO Policy, Planning, and Research Division Director Rodrigo Garcia also spoke at a PMRN podcast episode with Dr. Stefan Rother on the experience of Philippine local government units and their entanglements with global migration governance and processes.

Currently, the PMRN and CFO are exploring avenues for future collaboration to advance the cause and promote the welfare of overseas Filipinos and to understand the nexus between migration and development. Certainly, it is the shared mission of PMRN and CFO to understand migration trends and human development as both organizations work together in producing cogent scholarly research and crafting effective public policy on migration and diaspora.
