Term: Full-time, 9 months, flexible 40 hours a week

Salary: The salary for this position is PhP 37,500 (gross) per month

About PSSC

The Philippine Social Science Council (PSSC) is a private, non-stock, not-for-profit umbrella organization of professional social science societies and social science research and training institutions in the Philippines.

Established in 1968, its mission is to advance the Philippine social sciences and, at the same time, serve as a platform for interdisciplinary dialogues and activities. PSSC continues to be of service to the social sciences community by giving financial support to its member-organizations in holding their national conferences; provides supplementary funds for the conduct of research and conference presentation abroad; organizes training workshops on timely and relevant topics; and recently, established the Social Science Ethics Review Board that promotes ethical standards and practices in social science research. It also generates new knowledge through the conduct of research and publication of books.

About the Project 

There is a growing body of evidence that high-quality early education programs have been shown to enhance school readiness, decrease achievement gaps, and increase future educational attainment and workforce productivity. By equipping young children with the necessary skills and knowledge, Early Childhood Education (ECE) contributes to the development of a skilled and productive workforce and, ultimately, to economic growth and social prosperity. One of the recommendations from the recently published World Bank’s report on Strengthening Early Childhood Education in the Philippines, which analyzes the present state of ECE services in the Philippines, is to measure the effectiveness of current ECE programs, including the effectiveness of the Early Childhood Care and Development (ECCD) Checklist. The ECCD Checklist was developed in 2001 with the aim to monitor children’s growth and development and identify the risk of developmental delay to facilitate early intervention. The aims of the revised checklist remain the same, incorporating contemporary international best practices of early childhood measurement and monitoring.

The main objective of the project is to support the ECCD Council in piloting the revised ECCD Checklist Child Record 2, among children aged 3 to 5 years old in collaboration with the World Bank Group. The pilot will help assess the feasibility and acceptability of the revised checklist, as well as aspects of reliability and validity, and provide necessary feedback and recommendations for further enhancement.

The Research Assistant has the following responsibilities:

  1. Assist in the overall implementation of the two components of the project – training and research.
  2. Assist the training officer in drafting the training modules and materials for the training component of the project, 
  3. Assist the research officer in drafting the research approach, data collection procedure,  data analysis, and write-up for the research component of the project. 
  4. Assist in implementing the Training of Master Trainers and all rollout training.
  5. Assist in implementing data collection in the assigned area and ensure that data collection is done correctly.
  6. Assist in the supervision of Master Trainers and Child Development Workers.
  7. Assist in identifying project issues, challenges, and risks, as well as appropriate solutions or strategies, and implement these strategies. 
  8. Assist in processing the quantitative and qualitative data from the field.
  9. Conduct regular monitoring activities and fieldwork in the assigned areas to ensure the implementation of activities within the quality standards of PSSC, ECCD Council, and the World Bank Group and remain on track based on the project’s targets.
  10. Coordinate and liaise with administrative staff regarding travels, the release of funds for each activity, and the appropriate and complete liquidation report for every after-activity.
  11. Assist in writing training and research reports, situation updates, and other documentation as may be required in the implementation of the project components. 
  12. Perform back jobs related to the above tasks to satisfy all project reports if found inadequate without additional cost to PSSC or World Bank and
  13. Perform other related tasks assigned by the Project Leader.

Qualifications

  1. Knowledge, skills and abilities
  • Excellent written and verbal communication skills and strong interpersonal skill
  • Knowledge of GSuite programs, MS Office programs
  • Able to travel frequently and independently to project sites
  • Able to work well in a multi-task environment, independently and with a team
  • Able to prioritize assignments to meet deadlines

  • Honest
  • Hardworking 
  • Meticulous/detail-oriented 
  • Resourceful
  • Diligent
  1. Training and experience
  • Bachelor’s degree in any social science discipline is required, with preference given to candidates with fieldwork experience and a background in Community Development, Family Life and Child Development, Early Childhood, Anthropology, Psychology
  • At least one year of work experience in a social science profession
